It should be hard to move rearward, as the RSA is compressed, then make sure the SCL is pushed all the way upward, and release the slide onto the fully-raised SCL. Check the feet of the follower for casting residue or anything else that would prevent it from reaching full depth. Primarily, the safety protrudes over the "stepped" pin that is mentioned in the videos that show how to install a flat trigger. I suggest you watch the videos that are available for the non-safety version and you will see there isn't any difference in the procedure. The only time its ever happened with mine was when I was shooting factory reloads of 115 grain ammo. Failed to lock back twice in 100 rounds. Never happened using either 124 or 147 grain ammo so I quit using 115 grain.
